Elizabeth Martyn

As a transactional attorney who serves as general or special counsel to a variety of public agencies, Betsy regularly provides advice on the Brown Act, Public Records Act, Political Reform Act, and conflict of interest rules and other procedural requirements for meetings. She advises on planning, including serving as counsel to planning commissions, drafting zoning codes and recent revisions to ADU and density bonus ordinances, as well as advising on general and specific plans and CEQA compliance. Her current projects including reviewing CEQA and NEPA documents, drafting reviewing and interpreting ordinances and resolutions, updating public works construction agreements and procedures to insure prevailing wage compliance, and preparing design build documents. She also is working on a variety of innovative code enforcement approaches.
